                            Executive Summary

Mr Diouf is a Civil Engineer, Water and Sanitation Specialist with more than 24 years of international experience in technical, administrative and financial management of various programs and projects, especially in Africa. In addition to this, he hold a Master of Business Administration (MBA), majoring in Management and Finance.

*Since January 2010, Mr Diouf is appointed within the Islamic Development Bank (IDB) as a Senior Officer, Water and Sanitation Sector Specialist covering all the member countries of the Bank in Africa.The key role of the position is (i) participate in the lending process from identification, preparation, appraisal until the approval of projects by the Board of Executive Directors, (ii)  follow up signature and effectiveness process of agreements , (iii)  monitor the quality of implementation of the portfolio of projects in agriculture, rural development, water and sanitation sectors through field supervision mission and management of procurement and disbursement processes  (iv) participate on missions of completion and post evaluation in the constituency of the Bank;(v) support government of member countries to formulate and implement policies, strategies and sector reforms that could boost infrastructures investment.

From 1996 to 2010, he was appointed within the National Water Corporate Company of Senegal (public sector) as Chief Manager of the Planning and Strategic Studies Department. Within this public company, he led the Detail Design Engineering (DED) studies and supervision of several important water and sanitation projects which enabling one (1) millions of people to get access to sustainable water and sanitation services. In addition to this, he played an important role in the development of policies, strategies and governance in the water and sanitation sector in Senegal. Particularly he carried out the following assignments: (i) Member of the National Committee in charge to prepare and validate the Document of Economic and Social Policy for Senegal. This document has formulated the main strategies, orientations and development programs for the country for 5 years from 2010, (ii) Member of the National Committee in charge to prepare and put in place the institutional reforms in the water and sanitation sector in Senegal, (iii) Member of the National Committee in charge to prepare the main strategies and programs for the water and sanitation sector of Senegal, allowing the country to reach its targets for the Millennium Development Goals (MDGs) by 2015. 

From 1989 to 1992, Mr Diouf was appointed as Project Manager respectively in CARITAS Kaolack, a Non-Governmental Organization (NGO) and with the Engineering Consulting firm (private sector). Within these 2 organizations, he played an important managerial role by leading the implementation of civil engineering and rural development projects allowing more than 10 millions of poor and disadvantaged people in Africa to get access to sustainable basic social infrastructures (schools, health centers, social housings, feeder roads, rural electricity, water and sanitation infrastructures…)
