A new World Bank publication on risks of cooperation in international waters has been released: The study by Ashok Subramanian, Bridget Brown, and Aaron Wolf reviews the experience of cooperation in five international river basins, focusing on the perceptions of risks and opportunities by decision makers in countries responding to a specific prospect of cooperation. This is one of the few examples of risk analysis applied to shared river basins and gives an interesting perspective to the IWRM discussion. In your view, do the risks of cooperation in international basins outweigh its risks?
