Civil Engineer and Master in Business Administration (MBA). Specialized in Utilities Strategy and Regulation. Has been regulator in water and sanitation in the Buenos Aires Metropolitan Area since 1994. Currently is the Benchmarking Manager in the Buenos Aires Metropolitan Area water Regulator (ERAS) and Coordinator of the Benchmarking Regional Working Group of the Association of Regulator Bodies of Water and Sanitation of the Americas (ADERASA). He has also worked for the World Bank, the Inter American Development Bank, the World Held Organization and the International Water Association in issues related to the water and sanitation management and regulation. He has worked as independent consultant for utilities, the public sector and regulators and has also advice in several international arbitrations in matters related with his specialities, including water and sanitation cases in the International Court of Settlement of Investment Disputes (ICSID). He also teaches in post-graduated programs in Argentine and Brazilian universities. He has been a founding member and director of the ADERASA e-learning program, intended for regulation capacity building in Latin American Countries. He is currently the director of the Centre for Utilities Studies of the Technological University of Buenos Aires.
