Dams and downstream water rights

With increase in population in twentieth century, the water demand increased many fold and dams were constructed in a big way. The people along the rivers use river water for drinking, agriculture and other uses. When a dam is constructed upstream, the water rights of people who were using water of river since last many centuries are not properly evaluated and provision is not made for downstream users to protect their water rights.
