The downstream water rights are always based on the basis of might of upstream and downstream people all over the world. I therefore consider that whatever water is available downstream people should try to use them in best possible manner. Normally upstream people are more powerful then downstream people, whether it may be a case of small stream or canal or a big river or international rivers.
